Development progress toward Information Society in 2015 has initiated by providing communication infrastructure in remote areas. The existence of communication services in remote/rural area is a significant support to rural community development. In order to optimize the existence of such a data access infrastructure, an integrated service platform including Voice over Internet Protocol (VoIP), e-learning services and IP Television (IPTV) is proposed. Such a multiplatform will function as a local communication infrastructure among villages through a VoIP server, as well as a community learning center via accessing Learning Management Systems and selected video contents in the IPTV system. Such a platform can be implemented by a low power PCs and wireless equipments suit to energy availability in rural area.
