ABSTRACT

Indonesia as a new country to adjust democracy as the regime in the political system to seize formal power is actually applied by procedural democracy in the elite level up to the grassroots level. The practice of procedural democracy at the grassroots level in Indonesia has been done at the level of village/rural elections. Where the rural election is a momentum that can be felt by all of the village community to choose the new leader by democratic procedures that can be accessed by all the rural communities who have met the administrative requirements set by the Village House of Representatives. On this context, it is interesting to note the voting behavior of the villagers in Indonesia in the Cikeruh village, Jatinangor, Sumedang district, West Java, that their traditional values is shifting due to the rapid development and the presence of the university students and entrepreneurs that have formed voting behavior that tends to be more rational by considering the work program and the track record of the candidates, in the Cikeruh village election held in August 2015. Such voting behavior is an achievement in the democratization process in Indonesia that has been touched up to the grassroots level in improving the quality of democracy in Indonesia. But apparently, rational voting behavior wasn’t followed by an open view to the female candidates whose number is still far less than the male candidates. In these research, we also found the dominance of patriarchy and religious factors that dominate the mindset of the villagers cause women is being underestimated related on their capabilities to lead and contribute more to develop the village. This is a real challenge for democracy in Indonesia at the grassroots level.
