Modern state system giving the multiple complexities in its composition requires a representative democracy through which diverse political actors and interest are organised into cells or groups (political parties) on the basis of which they effectively participate in the larger political process, on elections and non-election bases. The population size, the large geographical expression, complex bundles of social, cultural, ethnic and religious identities that characterize most modern democracies match political participation with sophistication. The viable means through which democracies manage numerous lines of differentiations and associated conflictual interest is through rigorous system of party-based politics, so that political parties have membership that cut across all lines of differentiations and coordinate effort at articulating differing interests and aggregating them to promote harmony and order in spite of obvious diversities. Therefore, political parties are necessarily human organizations whose primary objective is to mobilize support of the masses for the purpose of political participation. This requires political party organization to be sound, rigorous, tact, purposive and goal-driven. Raising such form of political parties has remained a major challenge in many democracies, especially the developing ones including Nigeria.
