One of the main components of the success of economically developed countries is the use of an efficient human resource management system in almost all fields of activity. Modern societal development platform capable of responding to the challenges of globalization is the new society of knowledge. Today, the level of development of each country depends on the readiness of human capital to changes, as well as its skills to create and implement them. The leading role should be played by education and science. Nowadays, the fields of education and science must focus on the possibilities. The rational operation of the labor market is possible through permanent human capital investments by the state and private sectors, but with the state playing a leading role in the process. In order to implement a rational human resources macroeconomic policy, the use of an economic-mathematical apparatus is important. There are various theoretical approaches allowing using different methods of mathematical analysis in labor market modeling. The work mainly uses the multiple regression methods of analysis and based on the official data, analyzes the flows of human resources depending on sex, age and regions. As for the identified negative factors, the work tries to give the ways to mitigate their impacts.
