This paper aims at presenting the prototype of an interactive e-tutorial system to develop problemsolving ability and self-regulation for undergraduate students in open universities. An interactive etutorial system was designed by integrating the collaborative learning and problem-based learning approaches together with the support from the leaner support system. The obtained system also incorporates the broadcast through satellite and internet. Research methodology consists of (1) the analysis and synthesis of the literatures reviewed in this study (2) data collection via a set of questionnaire from lecturers, students and interactive e-tutorial experts and (3) the creation of the prototypical interactive e-tutorial system. This prototype of an interactive e-tutorial system creates a new challenge for both instructors and students so that they will share knowledge and create social interaction for developing problem-solving ability and self-regulation for undergraduate students in open universities.
