The purposes of this research were to 1) study the approach of teacher and student development using educational research network 2) study result after implement the approach of teacher and student development using educational research network 3) synthesis the approach of teacher and student development using educational research network synthesize an approach of teacher and student development using educational research network. Fifteen participants involved in the study; three from Naresuan University and twelve from public school in Phitsanulok province. The research was conducted in 4 steps: 1) preparing to formulate the network 2) supervising and following up teacher and student development 3) knowledge sharing from research practices among the researchers and school researchers 4) synthesizing the administrators’ approach to teacher development and teachers’ approach to student development. Questionnaires were used for collection data before and after research operation, and the data manipulated through content analysis. The research findings were as follows: (1) The school administrators has to underline the importance and set definite goals to teacher development, employing the three-step process : making understanding, supervising, and organizing a forum for reflection of teachers’ learning. (2) The research teacher has to be committed to self-development and obligated to the goal to student development, employing the four-step: planning to develop students, teaching and learning, evaluating, and reporting the result of student development. (3) The institute of higher education, a partnership of research network, perform 4 functions to support teachers’ and students’ development: cooperating, suggesting, supervising, and holding a forum for knowledge sharing from research experience among research teachers.
