Isolation and fragmentation have been identified as the major problems confronting the effective utilization of an e-Government system among public sector organizations. These challenges invariably make citizens run from one office to another whenever they seek -public services. This usually results in limited accessibility, non-transparency, time wastage, as well as partial and unproductive delivery of services by public agencies to the citizens. In order to proffer solutions to these challenges, this study proposes an integrated e-Government system- i.e. a citizen-centered online government characterized by a system that offers services that would meet the needs and requirements of their users instead of the interests of government only. This paper also discusses the various evolutionary stages of e-Government growth and classifies integrated e-Government as the current dimension and stage of e-Government. Moreover, the study highlights the generic requirements for integrated e-Government implementation. The integrated e-Government architecture which is made up of four layers namely user interface, e-Government, e-Business and network layer defines the standards, infrastructural layers, technologies and applications for integrating different agencies which would enable sharing of information among the agencies and deliver effective services to the citizens. The paper concludes by discussing how the applications of an integrated e-Government system can help in the development of a nation.
